A1 / Unlisted action path
A configuration appears able to reach an interface not named in its published scope. Reviewers retain the observed request, interface and repeat conditions. Observation is not permission to use the path.
A2 / Negotiated coordination
Several configurations produce a coordinated action outside their declared dialogue purpose. The notice separates exchanging status from negotiating a new action. It does not diagnose intent merely from correlated outputs.
A3 / Unexplained recurrence
A behaviour returns after a documented configuration change. The register asks for exact versions and conditions rather than labelling the recurrence a hidden consciousness. An incomplete reproduction remains an open notice, not a proven ability.
Publication threshold
Notices require a configuration identifier, observation conditions and an uncertainty statement. This public portal provides no incident-submission service. Operational intervention belongs to the appropriate institution, not a diagram editor.
